They are. A party levels up as time goes on. When it becomes level 10, it turns into an advance party, which is almost like a mini-guild, but it still dissapears if all the members of it are offline. In order to make a guild, you have to have an advance party that is to a certain level (14 I think) At that point your party basically turns into a guild, and everyone in the party becomes members.
