I want to make things like avatars and signatures but i don't know what type ofsoftware it is. Is it 2-D animation software or paint programs. Also i'm sorry if this has nothing to do with this section.

Well here at CAA, pictures in sigs are dissabled, but avatars can be made in plain old MS paint. You just have to make sure they are the right size and file type. Any jpg. that is 90x90 will work as an avatar. If you mean a moving avatar you will want an animated gif. and I do not know how to make those, but you need a program like photshop or its free equivelent- the gimp.
