What you are looking for is the "Art Gallery" or the Anime and Entertainment forum under "Art Corner." The FAQ's there should fill in the basics for you.

Welcome to the nuthouse. I usually suggest any noob to any forum poke around a bit (usually to learn the rules and ideosyncrasies of a site). In this case, W4J is right. Head over to the Art Gallery.
