A google bomb usually starts with people linking to another site using certain keywords. This usually starts in peoples' blogs, and it spreads from blog to blog between friends, like a chain letter. Eventually as google updates its index, it associates certain keywords with the particular site that is being linked to.

To do this, install google toolbar onto IE, type the desired term into Google, and examine the pagerank bar for the first site in the results list. If the first result for the term has a pagerank of 4 or below then you've got a good chance of gunning for #1 or at least pretty high. When users type in your term, your site will appear high on the list PROVIDING you have a pagerank of around 4 or higher.
Getting a high Pagerank involves doing what Lorentzforce said - getting lots of people to link to your site. Your target search term should be integrated into the name of your site so that other people linking to you will show Google what to index under. Also ensure that the term words appear in all pages of your site. In our case, 'Christian' and 'Anime' appear everywhere. People linking to us will tend to use those words as well.
The result for us is that CAA is #1 on Google for "christian anime" which drives a lot of traffic here..
Hope that makes sense.
