Yeah, I'm pretty sure it didn't exist until afterwords. The implication appears to be that the city formed after some sort of unified "republic." Thus the name. I like that Aang's son is gonna be teaching Air bending.

Another option is that it IS a city we've seen,but expanded and renamed over the past 70 years... could even be Ba Sing Se, or a city in the fire nation.

Hey, so there's now an interview with Mike and Bryan: http://blogs.wsj.com/speakeasy/2010/07/21/legend-of-korra-the-creators-of-avatar-the-last-airbender-on-the-new-spinoff/

They mention that "[They] were drawing inspiration from Shanghai in the 1920s and 30s and Hong Kong and even Western cities like Manhattan and even location-wise cities like Vancouver, a city that juts out on a peninsula or an island and has these big mountains around it."

Also, MomentofIntertia, the series will premiere sometime in 2011. =)

When I heard the new series would have a hot headed female protagonist AND a steampunk city I was so happy my head exploded with shear delight. It got confetti everywhere.
