How do you make those miniature video clips?

How do you make them? because i really want to make one but don't know how. i'd rather ask then try and figure it out with google. let me clarify myself. You know those photos in signitures that move like that dancing bannana. is it called gif or something?

They're called animated gifs, and there are a lot of programs that make them. Photoshop is one, but there are others. I don't know what to use to extract them from videos, though. that's what I'd like to learn.

ok, well at least know I know the name of the file type. I have photo shop, so I'll check it out and do a bit of research on it. i should have posted in the tech help forums.
