Unoriginal Character RPG - Year 20XX

Plot (courtesy of my arch-nemesis JM):

In the year 20XX disaster like none the world had ever seen before broke out. As the tension between nations, lands, even states got filled with more and more distrust. Weapons were fired, great, devastating weapons which killed billions of people. In some areas only the strong survived, but other areas got less damage, even though it is rumored that no city escaped the worldwide devastation. The climate has grown dangerous, some areas are not even able to support human lives. What caused this conflict is unknown, other than the distrust meters rocketing between the borders. Clean water is rare and valuable to find in this world, as is areas that can support plant life or even food production. As there is no one to protect the weak, they are being constantly suppressed by the strongest gangs that have been formed under this chaos. It is said one man alone stands behind the destruction of this great planet, a man with an ambition that burns like the sun, who will not show mercy or listen to the cries of human life. Much of the technology available has been rendered useless and mankind finds themselves several ages behind where they used to be. Such is this new, tragic fate of a world once populated with hope and love, which now has nearly no hope left.
To the wonders of many, weird side effects have been found in some people by the radiation. Though most took harm from this, some lost their minds and became mutants, others where gifted with special abilities. These creatures are rare indeed, and most of them are dangerous. Others were born special, with the state this world currently lies in, it would need something very special to once again light hope. Armies have been reduced to rebel camps which want to form their own nation. Those who have either the strength or the equipment to act large usually do this. None are safe, some are doomed. Others, who are fortunate enough to live, often live serving others. In a time of warlords, chaos and destruction, will there be a ray of hope left, or will it be ever trapped within darkness.
In a small village, known as the green garden, something special was about to happen. Now the name is misleading as there is little green about this garden, which has one of the worst environment imaginable constantly hovering it. Fate would have it that people who would shape the future would meet in this small village. Here, much of the fate of the world would be decided. This is where the ray of hope shines, or where an even greater darkness will greet the world.
In Milan *Italy* very little damage was ever made, it is still crowded with people, even though the local economy has taken a considerable blow. The city still stands strong, however those who live there are very privileged. Only several high ranking cities still remains intact and this is one of them. It also happens to be the place where the rpgers will start!

Appearance/Clothes/Accessories: Almost always sporting kawaii gray pigtails. Tends to like cute things, such as the infamous bunny backpack. Her innocent appearance tends to hide her sinister nature.

Quote: "A terrible fate awaits you to snatch away all that you hold dear as it slays your mind and spirit."

History: Not much is known about Rio, and those who end up knowing too much usually wind up dead. She is what is called a "Blade Child," and seems to possess increased strength and abilities, like Kanone. For some unknown reason, the Blade Children are marked for death by a group known as the Hunters. Like all blachi's Rio is notable for her slit pupils like a cat's and the fact that she is missing her 7th rib.

Personality: Sweet and unassuming on the outside, cold and calculating on the inside with a twistedly evil mind and a nasty temper.

Special skills: Rio can disarm and rig explosives from just about anything. Relies on her ability to confuse and prey on people's fears rather than brute strength.

Personality: Enigmatic, ruthless, pessimistic, manipulative, downright creepy evil mastermind type with a pyschotically perky exterior. Talks with a Southern accent. Likes cats.

Personality: Smart and determined without being headstrong. She tried to be nice, but whenever she gets mad...she lets you know about it. Is concerned about other people (Very Christian-like)

Special skills: She has some magical powers, and is smart. Usually wields a staff.

Weapon of Choice: Umm...Staff.

History: Born with a natural talent for martial arts, this person who is very kind at heart, has been known for valueing others in front of himself. His most recent act of kindness happend in the most recent nuclear explotion in Rome. Where he, one of his brothers, and many other more people headed into a bomb shelter. The doors malfunctioned, and Toki was the one to manualy close them, but doing so he exposed himself to nuclear radiation for over two weeks without food or water. This has lead to his illness which is a effect of the radiation. His health and physical strenght is not what it used to be, but he is a very, very capable fighter. He has studied the Hokuto school for most of his life, and was in many ways the favorite to become the sucessor of the martial art he pratices, called Hokuto Shinken. He did not become sucessor, but still disobeys the rules by useing that martial art when only the sucessor is allowed to do so. This according to tradition, will seal his fate sooner or later, even though he uses it to help, and often heal others. Many illnesses can be cured with his knowlegde of the human body, not by medicine, but by his knowlegde of powerpoints. *will explain later* He appears calm as an ocean on the outside, but inside he hides a passion like fire.

Spesial abilities: His talent of martial arts is undeniable, and beeing one who has studied the martial art of Hokuto Shinken makes him even more deadly. His knowlegde of powerpoints can make him heal others by something as light as a touch, or completely destroy them. There are over 900 effects that powerpoints can produce. Most enemies are not aquainted with this, and thus, often get killed because they don't know how to protect themselves against it. There is way to resist other than to completely avoid the attack, which only the most skilled fighters know how to do. Other than this he also can utilise 100% of his bodystrenght rather than the normal 30%. The focus required to even equal him as a fighter is extreme, because those who can't, will find themselves far too slow. Though Toki likes to leave his opponents feeling no pain even as they die, he has been known to make exceptions. Hokuto Shinken has trained Toki with most weapons, but the ultlimate weapon of hokuto shinken is ultimately their fist's.

One more character--not an FF7 character, I promise ^^'. Well, I don't know if this character qualifies as two--it's a long story if you don't know this manga. One is like a clone of the other (a "Figure"), but fused together, they form a super alien-fighting creature.
