As for Haruhi's dad.... well... I don't think that's the reason he cross dresses. Actually they never really explain why he starts dressing that way, althought it was a gradual process. He also doesn't seem to mind going around "all natural" (as a guy without even shaving), so honestly I don't understand his character. It's safe to say that he's not going to bring home another guy as a new mother for Haruhi. He's just ... wierd, and I'm sure his character is suppose to be a parady (like so much else in the show) to some extent.
