I am going to take a very wild guess and say the dude TheSubtleDoctor posted is from Captain Harlock.

I am going to jump in because, now that I think about it, that one is a bit unfairly obscure for CAA. It is Cosmo Yuuki, the main protagonist from Yoshiuki Tomino's 1980-81 super robot drama Space Runaway Ideon, a show that was supposedly a big influence on Eva.

Now, for an image from a show other people actually watched =).
