Ok, I look at a page like this and I wonder... how do I read these numbers? What do they mean? Can someone explain to me what "Total Crime Index" means?

i believe that the numbers are the number of crimes per 100,000 people per year (in this case 2002), so that's wheere the decimal places come in. The total crime index is just the number of total crimes per 100,000 people. So, for example, in NYC if the trend continues you have a 3.1 % chance of having a crime commited against you. (comparatively, my city, which is much smaller then NYC, has a crime index of 7250, so a 7.25% chance of having a crime commited against you.)
