Screentones in GIMP?

Screentones in GIMP?

Yes, I am wondering if you can do screentones in GIMP.
Is there a make your own brush tool?
And if you can't; is there any other programs that are free? Because I'm not "loaded" enough for PS. ;) (Photoshop for those who don't know...)
