Best start: read the XHTML spec at
w3.org (w3.org).

I think
http://www.htmlgoodies.com is a great place to learn. I learned a bit of html there myself... but I find I don't use it enough to keep it in my brain.
So whenever I need to relearn the html I've forgotten, I go back there.

I echo the suggestion of webmonkey. It was my main learning tool to HTMLing and it's kinda fun reading the commentaries. ^__^
