Neither .jpg nor .png files are animated. The file format doesn't allow for it. However, using Javascript, you can make a .jpg look animated.
The consensus at this point is that it is not moving. I didn't actually specify what "it" was. However, most of you said "it" wasn't, so I assume that those who answered as such knew what I was talking about. Thus, I assume you saw the it. Of course, I only assume that.
So that leads to my next question: Which of you saw "it" move in your vision, even if you know "it" is not actually moving? And which of you just inferred the "it" based on the obvious structure of the image?
